机构编制作为中国特色的行政管理方式,在中国式现代化进程中尽管展现了其制度优势,但却明显存在着“编制区隔”现象。这映射出当前事业编及编外“编”的去向难题,应在新结构功能主义视角下依据本质决定功能、功能决定结构的演化进路展开制度逻辑分析。“编制区隔”直接源于当前编制结构的行业化模式、混杂性标准和分层化倾向等缺陷状态,而结构缺陷的功能机理在于编制基础、核心或延伸功能的分化、弱化和异化等偏差情形,功能偏差的本质源头则是政治、法律、管理和社会性质的属性割裂、角色悖离及体制冲突等悖向关系。为此,有必要提升编制的规划性、发展性和统一性以纾解编制的时代张力,不仅依据“有增有减”原则进行总量控制和统筹使用,更推行“有进有退”原则而聚焦关键功能并规划分类发展。“编制区隔”探究可以为构建中国式现代化道路下的同值同酬编制共同体范式提供启示。
Abstract
As an administrative mode with Chinese characteristics, the practical difficulty of bianzhi cannot be ignored despite its institutional advantages in the process of Chinese modernization. Although many people attribute the difficulty of bianzhi to problem of “less people and more things” in the situation of “small horse big cart” in organization running, in fact, it should be more cleared as a problem of “busy and idle uneven” with “superior idle, grassroots busy”, or “inside idle, outside busy”. Whether inside or outside the bianzhi, the “busy and idle uneven” have revealed unavoidable “bianzhi distinction” phenomenon in the current practice, mapping the dilemma of current business bianzhi and external “bianzhi”.
About bianzhi “distinction”, we can emphasizes the “social change” analysis in keeping “rule order”, through making traditional structure function as the theory source, based on the new structure function view. Then we will expand the logic analysis of establishment system according to the evolution of the essence determining function, function determining structure, pioneering to explore research of agency establishment from the structure state, function mechanism to the essential properties deeply. The research found that “bianzhi distinction” is directly from the current bianzhi structure defects of trade pattern, mixed standards and stratification tendency. And the function mechanism of structural defect is function differentiation with the weakening, alienation or deviation of bianzhi foundation, core and extension function. Then, the essence source of function deviation is paradox relationship with split of essence, role and system in political, legal, management and social nature.
So, to the establishment of “division”, it is necessary to improve the planning, development and unity of the bianzhi to relieve the tension of the times, not only to realize a total control and an overall use according to the “increase and decrease” principle, but also to to focus on key functions and plan classified development by implementing the “advance and retreat” principle. To the end, we should prepare work center falls on the management of bianzhi of the key, first-tier, and grassroot levels, and definite that bianzhi should focus on the industry and field category and formulate a specific list, then give full consideration to the emergency management, financial regulation, scientific and technological innovation, digital government, comprehensive administrative law enforcement, rural revitalization, approval services and compulsory education, basic medical care, basic scientific research, public culture, the protection of cultural relics, etc.
The exploration on “bianzhi distinction” fully emphasizes the integration of bianzhi resource allocation, division of ownership and use, and break through the obstacles among bianzhi and organization, personnel and finance in function and category, under the goal of common prosperity in the new period. And it can provide enlightenment for common development of bianzhi through dissolve paradox in the essence, and build the community paradigm of bianzhi with the equal value on the path towards Chinese modernization.
