建设高水平对外开放门户枢纽,是进一步深化广东自贸试验区改革开放的重要建设目标,也是广东在新时期引领改革开放创新发展的重大举措,能够为广东在“形成全面开放新格局”走在全国前列提供有力支撑。本文从厘清“高水平对外开放门户枢纽”概念内涵出发,分析了南沙建设高水平对外开放门户枢纽基础条件,梳理了世界主要门户城市发展演进路径,提出了要建成“四中心一窗口”的高水平对外开放门户枢纽的总体目标导向和功能定位,凝练出“自贸、航运、枢纽、智能、绿色＋”五个发展策略,并指出七个方面的实现路径,最终建成全球资源配置能力的高水平对外开放门户枢纽。

In the new era, Guangdong is striving to develop Nansha Free Trade Zone (FTZ) into a high-level gateway for opening up. This represents a great move for Guangdong to take the lead in reform and opening up and a strong support to its spearhead role in “forming a new pattern of all-round opening up.” The papersummarizes the development paths of main gateway cities worldwide and analyzes the basic local conditions in Nansha FTZby interpreting the term “a high-level gateway for opening up.” Then it proposes the overall objective of developing NanshaFTZ into a high-level gateway for opening up which is capable of distributing global resources in Guangdong and even in South China. In addition, it will define the functional positioning of Nansha FTZ as an international center for shipping, new trade, innovative finance and R&D innovation. Finally, the paper puts forward five development strategies, including free trade, shipping, hub, AI, and Green Plustogether with seven paths to realize the goal so as to optimize and integrate the distribution of global resources.
