Nowadays developed countries vigorously impose the TRIPS - plus obligations in the international regimes. However,developed countries have yet to be able penetrate through the multilateral regimes,such as WTO or World Intellectual Property Organization ( WIPO) ,in which they are being outnumbered by the developing countries with growing power. Therefore,developed countries shift to establish pluri - lateral regimes that primarily consist of developed countries. Despite few developing countries invited in the regimes, developed countries are in full control. Pluri - lateral regime features with exclusiveness,secrecy and limitedness. And they got breakthrough in the Year of 2011. As a result,headwords Anti -Counterfeit Trade Agreement ( ACTA) was eventually concluded on October 1,2011. Trans - Pacific Partnership Agreement ( TPPA) is being negotiated under the leadership of the United States.
