王道政治是先秦时期理想的政治形态。除了儒家之外，《管子》也有非常精致的构想。《管子》关于王道政治的构想主要反映在其民本思想与德治思想方面。《管子》继承了早期的天道观，把天道与民意联系起来，并由尊天道走向了贵民意，确立了民本思想。在政治上，《管子》提出了治国“十一经”，试图从政治权力层面的社会和道德基础、经济民生层面的富民之举、法律和政令层面的安民之举以及民意层面的重民、贵民思想等四个方面，来建立清明的社会政治。《管子》还表现出对德治的倚重，提出建立完善的伦理道德。

Kingship politics is ideal political patterns in the period of Pre-Qin Dynasty． in addition to Confucian，Guanzi has a very exquisite conception.Guanzi's political conception is treflected in his thought of People-oriented and Rule by Morality．Guanzi inheriteds the concept of early natural law，links the Natural Law and Public opinion together，and establishs the People-oriented thought． In order to establish a clear social politics，Guanzi puts forward “Eleven classic way”which include four aspects : the power of moral basis，the way on people's livelihood，stability of the people and pay attention to public opinion． Secondly Guanzi attachs importance to the Rule by Morality，and advocates the establishment of perfect ethical．
