近代澳葡当局宣布“自由港”政策以后,因应特殊的政治与社会生态,选择了承充制度的管理模式,虽然在一定程度上压抑了自由贸易的发展,但是它为澳门财政体系的转型以及维护社会秩序的稳定发挥了不可忽视的作用,也为实现“小政府”管理“大社会”提供了制度保障,是近代澳门得以持续发展的最合适的管治模式。

After the announcement of the policy of “free port” in modern times, the Portuguese Macau authorities chose the management mode of the charging system according to the special political and social ecology. Although it suppressed the development of free trade to a certain extent, it played a role that cannot be ignored for the transformation of Macau's fiscal system and the maintenance of the stability of social order, as well as provided institutional guarantee for the realization of “small government” to manage “large society”.
