澳门回归二十年来,澳门与内地经贸合作在探究和完善中形成日益紧密的合作关系,合作区域、层次、领域、服务等不断提升和深化。无论是对澳门还是内地而言,两地之间的经贸往来均为各自繁荣发展提供了重要动力。但因澳门平台作用有限、产业结构单一、人力资源匮乏、政策环境差异、基础设施落后等,两地经贸合作出现新的动力不足,制约了两地经贸合作的可持续发展。进入新时期,在CEPA、“一带一路”、粤港澳大湾区等国家发展战略下,对澳门与内地经贸合作提出了新要求。因此,澳门应该利用“中葡平台”,做好“一带一路”和粤港澳大湾区建设的“精准联系人”;走深走实CEPA协议,切实促进产业多元化;完善澳门青创和人才政策,鼓励青年“北上创业”;认真总结现有粤澳合作项目经验,打破制度的藩篱,提升区域合作能力;在加快城市更新步伐,提升现代都市功能等方面寻找新的经济增长点,培育经济增长新动力,进一步深化两地经贸合作的深度与广度。

In the two decades since Macao's return, the economic and trade cooperation between Macao and China's Mainland has formed an increasingly close cooperative relationship in the exploration and improvement. The cooperation, in terms of areas, levels, fields, services, etc., has been continuously improved and deepened. Both for Macao and the Mainland, the economic and trade exchanges between the two places provide important impetus for their respective prosperity and development. However, due to the limited role of the Macao platform, the single industrial structure, the lack of human resources, the differences in the policy environment, and the backward infrastructure, the new momentum of economic and trade cooperation between the two places appears to be insufficient, which restricts the sustainable development of economic and trade cooperation between the two places. Entering the new era, new development requirements have been given to economic and trade cooperation between Macao and the Mainland in CEPA, the “Belt and Road”, the Guangdong-Hong Kong-Macao Greater Bay Area and other national development strategies. Therefore, Macao should first use the “China-Portugal Platform” to do a good job of the “Belt and Road” and the “precision contact” for the construction of the Greater Bay Area. Secondly, we should deepen and implement the CEPA agreement to effectively promote industrial diversification; Thirdly, the Macao's youth and talent policies should be improved and young people should also be encouraged to “start business in the North”; Fourthly, we should seriously summarize the existing Guangdong-Macao cooperation project experience, break the barriers of the system, and enhance regional cooperation capabilities; Fifthly, we are supposed to accelerate the pace of urban renewal and enhance the functions of modern cities, etc. On the aspect of finding new economic growth points, we are expected to cultivate new drivers of economic growth, and further deepen the depth and breadth of economic and trade cooperation between the two places.
