The report of the 20th National Congress of Communist Party of China (CPC) specifies that we must give better play to the role of the rule of law in consolidating foundations, ensuring stable expectations, and delivering long-term benefits, and we must strive to build a modern socialist country in all respects under the rule of law. Such a proposition is a strategic upgrade based on a decade of extraordinary rule of law achievements in the new era, and is indispensable for completing missions and tasks of the CPC on the new journey of the new era. Building a modern socialist country in all respects under the rule of law requires adherence to scientific positions, viewpoints, and methods for adapting Marxist theory of law to the Chinese context and the needs of the times, so as to constantly reach new theoretical and practical levels of advancing rule of law in China. In this process, it is also required to embody Chinese characteristics and essential requirements of Chinese-style modernization, and strengthen the rule of law in all dimensions, the whole process, and all sectors of the building of the modern socialist country.
