The proposal of the major concept of “the whole-process people's democracy” has deepened the legitimacy and effectiveness of the people's democracy, improved the governance ability of the people's democracy in national governance and social governance, and fully revealed the value connotation of the people's democracy in China. Recalling the century-long history of the Communist Party of China leading the Chinese people to pursue democracy, strive for democracy, build democracy, and improve democracy, the institutionalization of the people's democracy has always been an important feature of the people's democracy to play its democratic value. Among them, the people's congress system is the institutional carrier of the practice of the people's democracy and has played an important role in ensuring that the people are masters of the country. From the perspective of strengthening the institutional guarantee of the whole-process people's democracy, we must first improve and perfect the people's congress system to ensure that all systems can reflect the will and interests of the people, the subject of the people's democracy. To uphold and develop the whole-process people's democracy, the key is to deepen the construction of people's democratic system with the value requirements of “the whole process”, and ensure that the people, the subject of the people's democracy, are always the masters of socialist democratic politics.
