Abstract

The eighth governor of Hong Kong(1877-1882),John Pope Hennessy distinguished himself by introducing a series of "Pro-Chinese "policies during his administration which was to respect Chinese and improve the situation of them which lifted a great disturbance in Hong Kong.After a review of Hennessy s whole life and his movement before Hong Kong and his saying and behavior in Hong Kong,the article considers that Hennessy s policy is rooted in his search for fair competition and humanitarianism.
