Based on the provincial panel data 2005-2015, using fixed-effects, pooled-effects and GMM analysis method, this paper analyzes the influence of local government competition and technology introduction on high-tech industry R&D input. The results show that local government competition has positive correlation to high-tech industry R&D input, while the technology introduction has negative correlation to high-tech industry R&D input; high-tech industry R&D output, human capital accumulation and government economic participation have a positive correlation to high-tech industry R&D input. With the increase of R&D output, human capital accumulation and economic participation from the local government, the proportion of R&D input is on the rise.
