Abstract
At present, there are two modes of the current round of reform of administrative examination and approval in practice: the centralized examination & approval mode and the lean governance mode. The difference between the two is obviously manifested in whether to set the AEA bureau with centralized power and responsibility. Through the typical case of actual investigation and study and the empirical comparison, it is concluded that similarities and differences between two modes in the reform logic, process, tools, cost, effect, and problems. From the initial conditions, two kinds of the definition of team development orientation, incentive mechanism and negotiation ability to analyze the internal mechanism of route choice. Then, points out that the system path and the technical path of “all roads lead to Rome” reform in the future. Furthermore, by understanding the phenomenon and nature of the trial-and-error promotion of this round of reform of administrative examination and approval in various places, this paper discusses the different path choices to some extent to solve such a core problem: to achieve the equalization and homogenization of local public services in China with huge regional differences.
