Abstract
Data security has its particularity, and it is difficult to make effective legal regulation on data security only based on the theory of traditional private law. This paper puts the data security issue under the perspective of credit, and makes it clear that credit norms play a connecting role in the legal regulation system of data security, act as a guiding role in the integration of legal rules, and work as a basic instrumental role in the specific implementation of laws. Based on the comparative analysis of domestic and foreign data security legislation mode, we shall set up a long-term mechanism of data security through the establishment of data security legislation value, and take credit as the entry point, relying on the operation characteristics of the credit system, to provide a new solution to the data security problems.
