    Sun Li is a writer who always keeps the characteristics of human care. Although he wrote about wars and political events, his focus was on people. Moreover, his works are full of the spirit of humanity such as sympathy and compassion, and the artistic characteristics are also in line with it. The most fundamental ideological resource of Sun Li's creative feature is the Chinese rural culture, which has connotations with western humanitarian thoughts in terms of similarities and differences. The most appropriate name for Sun Li is “The Chinese rural humanitarian writer”. Sun Li's humanitarianism contains the unique connotation of Chinese culture. Compared with those writers with pure western humanitarian ideology, Sun's creation is more integrated into Chinese people's daily life, and is more accepted and recognized by the Chinese people. Of course, the humanitarianism performance in his works also has some shortcomings of integrity and profundity, but it has shown its unique ideological and literary charm, which has far-reaching value throughout the time.

    Establishing a system and guaranteeing a mechanism for protected areas are decisive to reach the goals of protected areas. A main mission with the enactment of the National Parks Law is to, through legislation, determines the major policies on the systemic reform of national parks by the Party and the country. Various fundamental and common issues which emerged from the pilot protected areas and national parks show that, without legally adjusting the establishment of a system and mechanism for national parks but solely relying on existing laws or local legislation, it would be difficult to change the entrenched social relations within national parks and to forge reform ideas about a protected areas system with national parks as main entities. While keeping in mind that the Central Committee of the Communist Party of China and the State Council clearly proposed a management system for national parks with integrated management rights, the enactment of the National Parks Law should break away from past prohibitions on legislative activities on the government system and its operating mechanism in the field of environmental and natural resources protection laws. Furthermore, in response to the demand for a modern environmental governance system via legislation, it should also conceive and arrange for the exercise, the allocation of power, the financial measures, and the integrated and comprehensive enforcement of natural resources ownership by the whole people in national parks.

    The top-level design of the central government regards the improvement of laws and regulations as a safeguard measure for the construction of protected areas system in China, including the formulation of the Protected Areas Law. It is necessary to define the core legal concept of “protected areas” as a logical basis for the formulation of the Protected Areas Law. In reality, there is a separation between the “name” and “reality” of “protected areas”. The legal definition of “protected areas” should be based on the “name” of “protected areas” stipulated in the policy system, taking into account the “reality” of various types and forms of protected areas constructed in China over the past decades. Currently, “protected areas” are used in two contexts: inclusive concept and exclusive concept. As a legal concept, “protected areas” should be defined as exclusive proper nouns. Its system function is to select the formation path of legal concepts and achieve the coherence of legal system of protected areas. In the conceptual structure of “protected areas”, attention should be paid to the consideration and definition of the following factors: the determination of the value and objectives of protected areas, the balance between international experience and Chinese characteristics, and the limitation of the center and margins.

    According to the current legislation and judicial practice in China, there are three legal paths to the remedy of environmental damage in China, namely, the path of administrative order, the path of governmental claim and the path of environmental civil lawsuit of public welfare. These three paths have some conflicts in the practice of ecological environment damage remediation. With the acceleration of the legal process of ecological and environmental damage compensation system in China, it is an inevitable choice to integrate three existing ecological and environmental damage remedy paths in China. By comparing advantages and disadvantages of three path analysis, our country ecological environment damage remedy legal path integration shall be based on the path to the leader and the relationship of interests between the ecological environment and the ecological environment damage characteristics, types, contact remedial path. Furthermore, the country should also give priority to the dominant path of executive orders and state the claim led by administrative main body, with social main body of environmental civil lawsuit of public welfare path as the necessary supplement as well as the improvement of our country related laws and regulations.

    The guidelines on the establishment of a natural reserve system with national parks as the main body have clarified the skeleton of the natural reserve system, but how can these skeletons form an organic system? It's not explicitly expressed in the top-level design. As for how to form an organic system of various protected areas, there is a scientific answer, that is, to form an ecological network: various protected areas are important nodes in the ecological network, and streams, hedges, footpaths and forest corridors are the veins (connectivity) of all nodes. Since the 1960s, the development of emerging ecological theories has promoted the focus of nature conservation from the nature reserve itself to the connectivity between protected areas. The European Union's Natura 2000 is the world's largest example of an ecological network in operation, so it is a valuable example of how its formation and operation can help guide large-scale conservation efforts elsewhere. Under the view of scientific theory and practice, the construction of natural reserve system in our country needs to go one step further, towards ecological network method. However, the construction of ecological network law is not to start all over again, but to fine-tune, that is, to incorporate the normative requirements of ecological connectivity within the existing framework of nature reserve.

    COVID-19 has brought a systematic impact on the governance system of different countries and regions. These impacts transcend the logic of wealth distribution and the traditional thinking of bureaucratic management. They give new connotations to the political separation in a way that transcends the opposition between democracy and authority. To build a governance civilization that adapts to the risk society, we need to reexamine the idea, system and technology in the governance system in the sense of risk production, evolution and prevention. As a consequence of the reflexivity of modernization, the systematic effect of risk also promotes the cross-border growth of publicity, making development and security coexist, and promoting the evolution of governance idea with the relationship of “one body and two sides”. In order to realize the effective system supply under the overall security framework, we need to really build an integrated emergency management system that can respond to the needs of risk social governance quickly. Facing the rapid development of technology, how to realize the benign mutual construction of technological rationality and political logic is an issue that needs high attention in the modernization of governance system and governance ability.

    With the rapid development of the big data, studies have increasingly focused on the impact of the big data on governance in the public sector. Nevertheless, the research is still in infancy. This study aims to answer how big data applications change anti-corruption reforms. Taking a typical case of big data application in a province as an example and employing in-depth interviews and fieldwork as empirical evidence, this research reveals that big data application can effectively reduce corruption at the grassroots level. Moreover, this research identifies two important mechanisms through which the application of big data could reduce corruption, namely government transparency and rule building. Firstly, through big data collection and sharing, big data application can effectively enhance transparency to society and improve the information sharing, analysis and comparison among government departments, thereby increasing the possibility to detect corruption. Secondly, the integration of big data technology into the anti-corruption enforcement and power supervision at the grassroots level strengthens accountability mechanisms. As a result, big data application in public sector has enhanced policy implementation capacity and anti-corruption enforcement at the grassroots level.

    Based on the dual perspectives of legitimacy and organizational learning, this paper studies the influence of liability of foreignness and dual learning on the success rate of foreign direct investment (FDI) of Chinese enterprises. Using 2571 samples of foreign direct investment of Chinese multinational enterprises from 2005 to 2016, based on t conditional logic model, empirical test found that: 1) the lower the regulation legitimacy, normative legitimacy and cognitive legitimacy, the higher probability of the failure of foreign direct investment of Chinese enterprises; 2) the state-owned corporations can increase the negative effect of regulatory legitimacy on the success of foreign direct investment; 3) the experience of international investment contributes to weaken the negative relationship between the negative institutional distance and the success rate of Chinese enterprises' foreign investment; 4) exploitative learning and inquiry-based learning can improve the success rate of foreign direct investment of Chinese enterprises and positively regulate the negative relationship between the negative institutional distance and the success rate of FDI. The conclusion of the study is conducive to Chinese multinational enterprises for better evading the disadvantages of liability of foreignness in the process of internationalization.

    Based on the scientometrics method, we use CiteSpace, taking 6743 English citing documents and 230661 cited documents, constructed a co-cited knowledge map of foreign organizational communication research literature and present research interest and knowledge structure of international organizational communication research. Results are as follows: “organizational media selection and technology”, “virtual team communication”, “organizational crisis communication”, “communication information system and process” and other clusters are the main research branches of organizational communication. “Social media” and “network communities”, which promoted by the Internet and media technologies, can represent cutting-edge topics in the field of organizational communication abroad. Organizational communication presents a multi-disciplinary and interdisciplinary research integration trend. “Propagation” is the central term of research in this field, research in this field is still dominated by the paradigm of communication, but individual topics show a trend of decoupling between communication and organization. Main methods used by research include multivariate data statistical analysis methods and qualitative case studies. different topics should be paid attention to in terms of the applicability of methods. The characteristics of communication shaping organizations and “reliance on the development of media technology” have a profound influence on the future research of the field of organization communication.

    In the bamboo slips of Tsinghua University during the Warring States Period, many documents recorded the history that the emperor consulted the senior officials upon the governance, and some chapters emphasized the reuse of the elders, reflecting the tradition of consulting the elders in the Pre-Qin period. Although the times are different, the answers of the senior officials all point to the issues, such as taking history as a lesson, following the example of the king, appointing talents and cultivating oneself. These thoughts are the essence of governing state affairs in ancient China and the fine tradition formed over thousands of years. The king's political consultation is not only an old political system but also a political reality. From the Tsinghua bamboo slips and related records, we know that the senior officials played an extremely important role in the inheritance of ancient Chinese history and culture.
