  In our country the coming property tax assume the emergent domination of house price，which misread the essential function of tax to ensure people's freedom and right． In this article，the author look back the history of property tax's value and anatomise the lapsus of the function of property tax in our country． In this way，we can adjust and orientate the administrative function of property tax，which can help us build the law system of property tax from object to management．

  In practice，the Chief Executive enacts administrative regulations often to enforce the governmental policy． Thus，the executive authority becomes more and more dominant and the Legislative Council becomes more and more inconsequential．In order to change the situation，the courts of Macau have reviewed the constitutionality of the administrative regulations， and the Legislative Council has enacted the law of The System of Enacting Internal Regulations． However，the judicial review and legislative control of administrative regulations both can not resolve the problem． We should build the cooperative system between representatives and the Executive Authority to draft and introduce bills，and to prefect the Judges Council  to burden the review of administrative regulations，according with the Basic Law of Macau SAR．

  The factual bases of the identification of shareholders' qualification are intricate and the disputes of the identification of shareholders' qualification are diverse in reality． We must find a basic method theoretically to solve the problem． Theidentification of shareholders' qualification needs firstly distinguish the characteristic of the legal relationship which the parties are in． If it is in a commercial legal relationship，in the identification of the shareholders' qualification，we should abide by the Rechtsschein theorie and adopt the commercial law rules to protect the transaction safe and promote transaction efficiency; if it is in a civil legal relationship，we should abide by the rule of true expression of will，place more emphasis on content than form and apply civil law rules to effectively protect the interests of the true investors．

  What Do We Know about Pecking order? An Empirical Study on the Selection of Stocks and Bonds from Listed Companies in China

  How to firms choose between stock and bond in China? Using a sample of new financings from 1998 to 2010，we examine the choice between stock and public debt from the firm characteristics，the nature of financing instruments，the external institutional environment and financial regulation． The results showed that although China has a pecking order phenomenon，but it is inconsistent the pecking order theory that emphasizes the cost of bonds less than the cost of equity financing．We find that the primary determinant of the choice of debt source is the financial regulation． If the bond issue deregulation，it will change the choice of preferred shares． Corporate bonds is a substitution to the stock． In addition，we find important evidence that the choice of financing instruments is influenced by executive control and external governance environment．

  This paper argues that a significant determining factor in the process for multinational companies from developed Western countries to enter the markets of developing countries which differ greatly from its cultural and institutional system is to obtain the necessary organizational legitimacy resources，and different entry modes have access to the various type and total volume of organizational legitimacy． To this end，this paper constructs a theoretical framework of the relationship between multinationals' entry mode choices and organizational legitimacy acquisition and analyses the multinationals' entry mode evolution path of China as a typical case of Chinese international companies since reform and opening up．

  Abstract:Drama translation of The Short Story Magazine provided an overall picture of Drama transformation during the Period of the Late Qing Dynasty and the Early Republic． When the acting practices were prosperous and translated works were insufficient，Drama translation of The Short Story Magazine outshine others． The features of materials，techniques and expression means of translated drama ，and the emphasis on speech and literariness of a play embodied the distinctive features of drama transformation faithfully． Translated drama also showed a feature of isomorphism of story and drama，and the state of confusing creature and translation．

  The controversy of Buddhist Scriptures translation's Wen and Zhi is the first dispute of Chinese translation thought，with a long history and far-reaching effects． As far from us，it is constantly regarded by some scholars as the controversy of sense for sense translation and word for word translation of the West． Is it the fact?Contrast studies show their source，connotation and dispute process are different． The controversy of Buddhist Scriptures translation's Wen and Zhi originates from Chinese traditional culture，its connotation is the style of target text is elegant or simple and solving the problem whether the target text is modified or not，which belongs to the dispute of language style． But the controversy of sense for sense translation and word for word translation originates from western traditional culture． Its connotation is the translation should be according to the sense or the word，discussing how to convey original text，which belongs to the dispute of translation method．These differences enunciate the problem of Wen and Zhi isn't equal to sense for sense translation and word for word translation． Although they are related ，their emphases are different． Therefore we can't simply regard the controversy of sense fo sense translation and word for word translation a the controversy of Wen and Zhi．

  Kingship politics is ideal political patterns in the period of Pre-Qin Dynasty． in addition to Confucian，Guanzi has a very exquisite conception.Guanzi's political conception is treflected in his thought of People-oriented and Rule by Morality．Guanzi inheriteds the concept of early natural law，links the Natural Law and Public opinion together，and establishs the People-oriented thought． In order to establish a clear social politics，Guanzi puts forward “Eleven classic way”which include four aspects : the power of moral basis，the way on people's livelihood，stability of the people and pay attention to public opinion． Secondly Guanzi attachs importance to the Rule by Morality，and advocates the establishment of perfect ethical．
